Noemi Avila-Zamudio
President & CEO
Noemi is a recognized industry leader specializing in all aspects of Program Management. She is a dynamic, results-oriented Senior Executive with over 28 years of experience in K-12 public school education, Educational Facilities Planning, Bond Program Management, Funding and Entitlements, Construction Management, Facilities Master Planning, Community Engagement, and Maintenance and Operations Management. Noemi will develop an overall program strategy with regard to short and long-term facilities planning, project sequencing, milestone scheduling, budgets, procurement, and material standards. She will manage the process of obtaining approvals for your projects to secure state funding on your projects.
She will contribute to the research, tracking, and completion of all required documentation to expedite those approvals. Adept at collaboration and facilitation, she is a high-level strategist who will garner support from all key stakeholders by establishing a quality program governance structure, and offering constructive insight on scope definition, project delivery, and construction logistics. Noemi offers extensive experience with the State’s School Facilities Program.
Luis brings forth over 26 years of California K-12 School District experience. He is responsible for overseeing the overall satisfaction and service approach for our clients. This includes managing and leading our team of client service professionals, developing and implementing client service strategies and protocols, and serving as the primary point of contact for client inquiries.
Sheere brings forth over 20 years of extensive knowledge and expertise focusing on California K-12 Districts, specializing in Procurement, Contract Management Services, FF&E, Move Management, all Project Delivery Methods and much more! Sheere is responsible for leading the procurement and contract activities for our clients. This includes developing and implementing procurement strategies, managing the procurement process from sourcing to contract award, and overseeing the negotiation and management of contracts with vendors, suppliers and contractors. Sheere is responsible for ensuring compliance with company policies and procedures, as well as applicable laws and regulations. Additionally, she is responsible for ensuring compliance with school district policies and procedures, as well as applicable laws and regulations. Sheere takes great pride in collaborating with District teams and key stakeholders to identify and meet the Client’s purchasing and contracting needs.
Robert Quinn is a distinguished and seasoned professional with over two decades of comprehensive experience in business administration and information technology. He holds a Bachelor of Science in Information Technology and has augmented his expertise through completion of a Computer Science Program at UCLA. Additionally, Robert has pursued advanced certifications from prestigious institutions including the ACSA Superintendents Academy, the School Business Management Program at USC, and achieved Chief Business Official Certification from CASBO. Robert’s professional journey showcases his exceptional proficiency in both IT and Business Services. For 18 years, he served as the Director of Information Technology, where he crafted and executed long-term strategic and technology plans. Transitioning to the role of Assistant Superintendent of Business Services from 2017 until April 2023, Robert adeptly spearheaded strategic financial management across various departments. He demonstrated remarkable leadership in overseeing a substantial $100M budget and effectively managed a $106M Facilities Bond Program. Robert’s tenure was marked by his prowess in achieving budget balance and skillfully navigating local tax measures, leaving an indelible impact on the educational and technological sectors with his leadership and financial acumen.
