Noemi Avila-Zamudio is a dynamic, results-oriented Senior Executive with 28 years of experience in all aspects of K-12 public school education, Educational Facilities Planning, Funding and Entitlements, Bond Program Management, Project Management, and Maintenance and Operations Management. Noemi will develop an overall program strategy with regard to short and long-term facilities planning, project sequencing, milestone scheduling, budgets, procurement, and material standards. She will manage the process of obtaining approvals for your projects to secure state funding on your projects. She will contribute to the research, tracking, and completion of all required documentation to expedite those approvals. Adept at collaboration and facilitation, she is a high-level strategist who will garner support from all key stakeholders by establishing a quality program governance structure, and offering constructive insight on scope definition, project delivery, and construction logistics.
Noemi offers extensive experience with the State’s School Facilities Program. She has successfully managed over $1.8 billion of new construction, modernization, enhancements, Deferred Maintenance, Prop. 39 Energy Conservation Projects, and maintenance and repair projects and has effectively used local Bond dollars to leverage over $900 million in State matching funds for school districts. As a former school district employee for 22 years, Noemi will serve as your relentless ally to ensure that the District’s best interest is always first and at the core of everything she does.
